Create Motion Menu from mpg?

Hi,

I have been able to use Photoshop elements to do simple edits on existing DVD Menu templates for Premiere Elements, since they are *.psd files.

I have some MPG video segments that I want to integrate into or create a new DVD Menu (motion menus) template for Premiere Elements 3.0. Is there a way that this can be done either by using Photoshop elements or other inexpensive software?
