Why is my organizer full of ? marked files. Are these missing files and how do I get them back?

Sandy,

The files may have moved since you imported them or maybe you have them on removable media.
If the files are on your hard drive you can go to File-Reconnect-All missing files and PSE will look for the files in a new location.
If the files are on removable media insert the media and then set a proxy image size in the File tab of preferences.

Thanks for answering. I keep my pictures on an external hard drive. Would that have something to do with it. What would you suggest. Thank you

That could have something to do with it. Do you have the external drive hooked up and turned on? Note what drive letter is assigned to the drive, this may have changed from when you added your pictures to the Organizer.
Click on one of the question mark pictures. In the General tab of the Properties palette look at the file path down at the bottom. Does this match with the drive letter and directory of your photos on the external drive?
If the file paths match you just need to set the proxy file size in File tab of Preferences so that you have a picture in the organizer even without the drive attached. It won't be full size but good enough for viewing on the screen.
If the file paths don't match go to File-Reconnect-All missing files and reconnect you photos. Once that is done then set your proxy file size.
