Is there a way to rotate an image in Photoshop Elements 3 so that I can change the horizon or vertical view of some things in a photograph. I would like to rotate the photo slightly and then I guess I would crop so that buildings are vertical, and horizons are horizontal.

With image open do a Ctrl+T and right click for options...or you can make a selection or selections of your image with rec marquee tool or polygonal lasso tool or other and then do a Ctrl+T ...right click for options.... If you want to put selection(s) on seperate layer(s) to work with them seperately then make the selection and do a Ctrl + J.

Jodi - thanks a lot - as soon as I hit Cntl/T it allowed me to shift the photo slightly which is all I need.
As always...help is just a question away. and us "newbies" appreciate it!
