What software do you have????
Photoshop Elements 5.0
Premiere Elements 2.0 or 3.0
Nero (with Nero Vision application with DVD-VIDEO plugin)
Other

Take a look a recent discussion in the following Thread and post back with any follow up questions/answers:

Thanks a lot ATR!
Well! I have the Adobe Photoshop elements 5. I think it is much better than 4
The two slideshows that I made looks great, but I did them on cd and I would prefer DVD Format.
As I read on the link you gave me, that's not possible, right?

If you still have the VCD's " PSE5 creation version" saved in the PSE5 Organizer, it would seem a good idea to start from there to create the wmv slideshow, save it to the hard drive, and then burn it to DVD-VIDEO with the software that came with your DVD/CD burner.

BUT, I did come across the following
How to convert VCD/SVCD to DVD keeping original MPEG1

It looks like it requires additional tools. Never tried it. I will do additional homework on this, but, at first glance, quality looks like it would be a major issue trying to go the route using a VCD MPEGAV file as the source material.
