I had no reluctance to look at the image stored on the PET servers... everyone can rest assured that there is no danger in this image!

It looks as if the darkest/blackest portions of the image have been replaced with an aqua/blue color.

This could probably be done by using a Threshold layer to isolate and select the dark portions, then use that information as the mask for a color or adjustment layer to add the hue.

Anyone else?

I looked at it .. My first thoughts were a B&W photo then painted to highlight blue in certain spots. (I have been painting alot lately so everything looks painted LOL) At first look it didn't liik like shades of blue but a straight blue color added without any shading .. Not sure if any of that made sense LOL

The picture is small though too .. might help if there was a bigger example.
