premiere elements3 jumpy/double images

first time using PE. (I am running vista compatible). I've burned a high quality DVD. Now that I view it, it is very jumpy, digital looking, even somewhat like a double image/ghost on the movie. Can anyone help?

First, what does the video look like in the DVD Layout Preview before you get to the Burn Dialog? What is the format(s) of the video/audio on the Timeline before Burn? ETC.
