Magic Extractor

Did a Search nobody seems to like this Tool :)
I still want to give it a try -problem how do I get the Magic Extractor Dialogue page to come up ?
I have Elements 4. Got the correct tool ,got the correct Background & Foreground Colours & have Ctrl-j my Image.
What should I do next please ?
Have Reset tool also.
It looks sooo easy in the Magazine Vol 2 No 8. :D

Google is my Friend :D Must try & remember that more often.
Another question Why is the Magic Extractor Tool in the Toolbox when I have to click on Image>Magic Extractor. ? Seems weird to me
