In 2005 someone posted question about the voice and video being a bad kung fu movie, okay... There was no resolution to this. I have a Canon Cam Corder, and am doing some projects, where the voice is "off" a few seconds to the video.. The disc (dvd) plays great in media player Nero and doesnt with premier... HELP!

Depending on how you are bringing your video/audio into Premiere Elements, are you waiting for the conforming process to be completed before you begin your work? In Premiere Elements 2.0 there is a progress bar for that in the lower right corner in the Edit Mode Workplace. Maybe the same for Premiere Elements 3.0??
While you have your video/audio in the Edit Mode, BEFORE you go to the DVD Mode, do you Render (by pressing Enter)? A red line across the top the video track = do not forget to Render. Green is OK.
What is the file format of your video as well as your audio in these cases where the video and audio are a few seconds off?
Does this happen all the time or just will some vidoe/audio clips?
