I have an epson Stylus RX 620 Printer and tried to print my photos in 4X6, but the actual size came out 4 X 5.5. I slected "borderless". How do I get an actual size 4" X 6" print that will fit into a standard 4 X 6 frame?

I would assume that when you went to print your photo, a screen came up that said "photo doesn't fit" with the box you can check - "fit on page" -
You probably checked "fit on page"
Your original photo is not in the proportion needed to fit onto a 4x6
You need to crop it to 4x6 or adjust it on the screen that comes up in the print function screen.

Jimmy,
It is the aspect ratio of your image. I suppose the size of your print is actually at 4 x 5.333. Reason is that your image is at a 3:4 aspect ratio, while the intended print is at 2:3 (4 x 6).
In order to get a full 4 x 6 print you need to crop the image, meaning to take away some of the width.
Below is a little illustration to show the relationship of the two aspect ratios.
