where do I put an action?

I have an action that I am trying to install. I tried doing it just like I installed Grant's tools, and it doesn't work. Any ideas where I should put it? I put it in priviews/effects, and it didn't work. I have pse4.

I just opened my v.4 to look and my actions are in effects. I hope that helps some, as I do not use 4 that often.

I seem to remember needing to trash the cache in the previews folder after putting the action in the effects folder, and then needing restart PSE.

You don't have to worry about the thumbnail for Grant's tools it is already in there :)

I'm trying to install an action called double mat. I don't know where I got it from. I tried deleting the cache folders and the other ones too. It was a total of 6 folders. It appeared in Elements when I opened the program, but there was nothing inside it. What does this mean? Should I discard this file?

Its a bit difficult to know about the action as you donlt know where it came from ... when you look in the folder is there an .act file and a .psd folder ??
