Help! File>Open Doesnt work

Everything is fine with Photoshop. But when I select Open... or Open As... from the File Menu, the File Open dialog box flashes and disappears immediately, and after that, Photoshop is completely locked-up.

If I use Bridge to open a file in Photoshop, it works perfectly. It's also possible right click on a file from Windows Explorer and select Open With... Photoshop CS3, that also works fine.

Some say this is a dual monitor problem but I amnt dual moınitor user.

Have can I fix this?

If your problem is with Photoshop CS3 then this isn't really the best place to look for a solution as it's mostly a Photoshop Elements forum. Probably Adobe tech support is the place to go. Only thing I can contribute is that if you had CS2 and tried the CS3 beta like I did you can have problems like that unless you completely uninstalled the Beta - there's info on the Adobe site about how to do that.
