I'm trying to frame a skewed rectangular glass panel that is within my photo. I'd like to be able to "draw/form" both a solid frame or a filled frame. I've tried custom shapes, and the rectangle tool, but can't make a simple solid frame using them. The frame choices in the custom shapes tool options are too fancy, the rectangle tool simply fills the shape I want to frame with an opaque box. What am I doing wrong?

Have you checked in some of the brush sets for frames?

Another way would be to put add a new blank layer and use the Polygonal lasso tool to draw a selection around your piece of glass (it sounds like it has straight edges). Then Edit>Stroke and select the width and colour. That will give you a plain frame. You can then apply a layer style like emboss, fill it with a pattern and pretty well get anything you want.
