How do I simply clear the organiser and open a new folder

Go to the File>Catalog menu option, and choose the New button from the dialogue box that appears.
You'll get a standard open file type dialogue box which will allow you to specify a name for your new, empty, catalog. If you want to transfer your tag structure, then go to the New drop down in the Tag pane, where you'll find options to save and import tag structures.
The original catalog will remain, until you delete it.
Alternatively, just empty the catalog, by selecting every thumbnail in the catalog (Edit>Select All) then hit Delete. You'll be prompted to confirm the deletion. Take care to delete only the catalog entries, not the image files on your hard disk, or all your photos will disappear irreversibly. (Unless that's what you want to do, of course). Do a File>Catalog>Recover operation after this to compact the catalog. In fact, I'd do one first as well, just to make sure the catalog is in good shape before such a major deletion.
My preference would be for the first option, because it's non-destructive and starts from a clean position. If you do decide it was a mistake, for any reason, you can revert to your old catalog (until you delete it).
