curve using shear

I'm new to PSE 5 and and the digital world was hoping someone could help me out. I am trying to create a curve using the shear filter. I have drawn a thin rectangle and then applied the distort-shear filter but have not had any changes made to my selection. not sure what i'm doing wrong.

Welcome to the forums:)

For a thin rectangle, you should stand it up on its end, apply the shear filter then lay it back down.
