Assuming you just want to move files outside of PSE...I would just use Windows Explorer or some other file manager. I use ACDSee for such tasks. There are some freeware programs, such as Faststone Image Viewer that can also do the job.

When I am in MY COMPUTER, I go into the MY PHOTOS folder, EDIT, SELECT ALL, and COPY TO FOLDER, then I select the drive that my external HD is labeled, F: i think.

This might not be the best way, but it is what has worked for me and quite simple.
