I need to make a picture bigger without losing the clarity or sharpness of the picture and I don;t have a clue how to do it. Please help.

What you describe is "resampling" the image - having PSE make up image pixels based on the existing pixels, in a best-guess effort at making the resulting enlargement look good... and it does a fair job. Only you can judge whether it is good enough for your purposes.

With a copy of the image open, click Image > Size > Image Resize... on the menu. This opens the Image Size dialog.

Make certain the "resample" option is enabled at the bottom of the dialog box. Enter your new document dimensions and select the resampling method you prefer. You may have to undo and retry this with variations to see which method looks best to you, but in general, Bicubic Smoother is suggested for enlargements, while Bicubic Sharper is recommended for reductions. Try 'em all -- it's FREE!!

I've recently enlarged a cropped finished photo of 12x8 at 300ppi to a 20x30 300ppi image that was printed on canvas and gallery wrapped using Bryon's suggestion below. It came out gorgeous.

I am also looking into a software program from AlienSkin, called BlowUp (http://www.alienskin.com/blowup/index.html). Something to consider as well if the bicubic smoother doesn't work for you.;)

If you're just printing it yourself on 8.5 x 11 paper, I usually get pretty good results printing a small image using the Print dialog "Print Size" dropdown and choosing Fit on Page.
