Thank You Reka, Wendy and Charlotte ... it's great fun experimenting with photos isn't it?

As far as how I got the final image I combined several effects that have been discussed here on the forum.

I used my normal workflow to correct color and sharpen.
I then applied the Orton effect see this post (http://www.photoshopelementsuser.com/forum/showthread.php?t=22443&highlight=Orton) from Kimi's homework for the details.
The I used another filtered effect that I've done before
i took the Orton Effect layer then applied the filter gallery using the cutout filter and the poster edges filter
then duplicate that filtered layer and apply a radial blur using the zoom settings ... reduce the opacity of the radial blur layer to suit your taste and voila!

sorry this isn't as specific as a tutorial but I hope you can follow
