Hi Kas ...
... and welcome to the forum :)
Oh that does sound an odd one ... if it was just one that had the problem then I would suggest deleting the prefs file ... but two seems to suggest that it is more of a problem with your computer.
Have you tried deleting the prefs ??

Hi Kas ...
The prefs file of Elements (and Photoshop) is prone to becoming corrupt and deleting it just forces it to build a new one. Often it sorts out the strangest problems :)
Delete Prefs
To do that close down Elements then click on the Editor start up icon and quickly hold down the Control, Alt and Shift keys (Mac users: Command, Option and Shift). Continue to hold down all three keys until you get a screen asking if you want to delete Settings ... just say Yes. You do have to be quick holding down the keys so if you have problems with it try holding down the keys with one hand before you click on the icon :)
You do need to make sure that you are starting up in the Editor and not the Organiser ... I'll keep my fingers crossed that it sorts it out :)

Wendy,
I tried to delete the file and I could not get to delete or even show up...I also have adobe 7.0 and it is doing the same thing as elements 4 and cs2....what else would be common to those 3 progs...I am running on a laptop hp with lots of memory,(about 750 meg) and I have and extenal monitor connected( it is not the external monitor because I took the monitor off and ran it straight on laptop screen and the same thing occurs..every thing works on the programs useing the tools but it looks like cat eyes (in magnify tool )and you have use the left most eye and on the paint brush you can vary the size of eyes and use the left most eye...very odd indeed...I tried contacting adobe but I can not remember my password or user name that I gave them...I just thought that someone on the forum may have come across this oddity,

Hi Kas ...
Did you try holding the three keys down before you started up Elements .. ? and you do need to be starting up in the Editor.
Try it on PSE7 (as you don't have the choice of start up there) and you will see what I mean ... :)
I really think that this is going to turn out as an issue with your computer but I am a Mac user so I donlt really know much about Windows computers :(

Wendy,
The mystery has been solved...it seems the the DPI rating was to high in the monitor resolution of the vidio output it was set to 150% of normal and it should have only be 98 dpi...but it only affected the adobe products and everything else worked just like it should...so if someone else calls in with this problem, now you know..thank you for your time and effort and concern...bye the bye where in the UK are you...I live in the states(California) and about this time last year we were in England to attend a juniors soccer tournament in Manchester, London, Liverpool and all over that part of of UK and all of the soccer stadiums, also the birth place of Shakespear Avon on the Statford...My granddaughter was involved in this international soccer contest and it was great to see the kids from all over the world competing there with such great sportsmanship...It is something we will always remember...And how warm friendly the people were, even though you folks speal funny, but the pubs were great...Oh did I mention that our girls(14-15 yr old) did take a 1st place from Costa Mesa, California...we are looking foward to our next trip back, in about a year, I felt like I belonged there
Enough of my blathering and many thanks

Hi Kas ...
... Oh I am so pleased that you now hae solved the problem :)
I live in the centre of England not too far from Stratford upon Avon but I was born near Manchester and for quite a time I lived and worked in London :)
It sounds like you had a great time and the girls did really well :)
