Blending?

I would like to make a photo fade into another photo or plain background. I looked at this tutorial http://www.photoshopelementsuser.com/subscriber/tutorials/tw_blendimages.php but I don't know what "Grant's Tools" are or where to find them.

Jay Arraich has a nice tutorial (http://www.arraich.com/elements/pse_ffadeInto1.htm) which shows how to do it without a layer mask, using a "clipping group" arrangement.
