I still have Photoshop Elements 3.0 and Premiere Elements 2.0. I have Camera Raw 3.6 installed in the Photoshop Elements. I do not have a camera that offers shooting in the raw format. So, other than downloading a free practice raw file every so often to see how it works in Photoshop Elements 3.0, I don’t think about Camera Raw. I do visit the Adobe site to check for updates for 3.6.. It looks like I am stuck with Camera Raw 3.6. But, in reading the Read-Me file of the newest Camera Raw version, I read about installing 4.1 in Premiere Elements 3.0 as well as some versions of Photoshop Elements and Photoshop.
This is where the question of “revelation” or “misunderstanding of what I am reading” comes in. Does this mean, if I just had the Camera Raw 4.1 plug-in in Premiere Elements 3.0 (no Photoshop Elements or Photoshop anywhere), I could open a Raw file in Premiere Elements 3.0 and edit it? Is there something like a File Menu/Open? Further, if I am on the right track, does this mean that Premiere Elements 3.0 is the only one of its versions to support Camera Raw plug-in in this manner?

Sounds like you're a bit confused.
* Premiere Elements is for video/movies only and you can't use the Raw plugin for movies.
* Photoshop Elements is for still photos- you can use Camera Raw for those.
Comparison chart of what does what: http://www.adobe.com/products/psprelements/pdfs/comparison_chart.pdf
Actually you can open just about any picture, including jpegs, in Camera Raw. Just start Photoshop Elements, use the "File/Open As" menu options, pick your picture and select Open As: Camera Raw in the drop down box at the bottom of the dialog box, and click OK. Your jpeg (or whatever) will open Camera Raw just like a raw picture would and you can make all the adjustments you want using the raw editor.
Personally, I'd upgrade to PE5 then download the free Camera Raw 4.1. That's a lethal combo.

Goofup,
Thanks for the reply.
But, best I restate my inquiry. My question involves stills in raw format and Camera Raw 4.1 plugin, not videos. I know the limitations and differences between these programs in this regard. But, this is my puzzlement.
Why say and give instructions for installing the Camera Raw 4.1 plugin in Premiere Elements 3.0 if you are not given the option of opening Camera Raw 4.1 from there and editing the raw still in 4.1 before using the edited still in Premiere Elements 3.0???? Again, I am referring to a still in raw format that you want to include later in your video. And, what then would happen when you clicked done in Camera Raw 4.1...back to Premiere Elements Media Panel??? I do not see anything in the Read Me file that goes into details.
In spite of all, it was not clear to me whether this limited edit example would work without Photoshop Elements or Photoshop being installed/involved on the same computer with Premiere Elements 3.0.
Any second thoughts?

Sorry for the late reponse- had to do a little research first as I don't have Premiere Elements but thought you deserved an answer.
Yes, apparently you can install the Camera Raw plugin in Premiere, but I'm thinking it's so you can read that camera's video files only.

The two interesting lines in this are:
1) "Supported import/export formats (for Premiere Elements) include MPEG-1, MPEG-2, MPEG-4, H.264, DV, AVI, Windows Media, QuickTime, JVC Everio MOD (import only), 3GP, ASF (import only), WAV, WMA (import only), Dolby Digital Stereo, PSD (import only), JPEG, PNG (import only), DVD".
Note that nothing is mentioned about RAW files.
2) "You can also drag photos from the Photoshop Elements Organizer direct to the Media window in Premiere. Bear in mind that some file formats like RAW, TIFF and PDF are not supported in Premiere Elements."
So the bottom line you gotta convert/edit your raw pictures in Photoshop Elements and save them as JPEGs or PSDs before you can get them into Premiere to make a movie with them.

Thanks for the new forum user here for getting involved in the Thread that I posted.
For those who might be interested, but did not have the time to get involved or for whatever reason did not get involved, this is the rest of the story so as not to leave this Thread dangling.
A very well respected member of the Adobe Premiere Elements User to User Forum community went the extra mile to get an answer to the question. Yes, Camera Raw 4.1 does work in Premiere Elements 3.0. For details of to what extent, etc., refer to the topic posted at that Adobe forum:
