Is there a way to take a picture and put a fram around it? A frame like a frame you would have on your wall?

If you are using PSE 5 there are some frames but download Jodi's frames from the subscriber area -- they look like the real thing.

Do you have Scott Kelby's book, "The Photoshop Elements 5 Book for Digital Photographers?" If so, check out the very simple exercise on pp. 393-397. This is what I used when I put together My Gallery, and I like the effect b/c it looks more like what you'd see in an actual gallery.

If, however, you are looking for something already made, then the recommendations re: Jodi's frames are fine indeed.
