Yesterday I started using the liquidfy tool to change the appearance of someone's arm and I noted that when I use this feature it distorts that section. Is there another tool that I can use that will smooth out the area that get's a little blurred? I hope I explained this well.

Yes, liquify will distort. If you're trying to smooth out a skin tone, try duplicating the layer (or the selection). On the top of the two layers add a Gausian blur. You can play with the opacity of the top layer until the skin looks right.

Hi ...
Are you are trying to maybe change the shape of the arm ... make it thinner ??
If so then you do have to do it in very small stages ... if you try to do too much at any one time then you will get a distortion
