B&W Photos with "glare" from the white

I am trying to clean up some black and white snapshots from the early 1940's. Some give a bit of a bright or glare effect from the white. (Dresses, etc.) On this one, when I remove the color (it was scanned in color), it gives a bit of a bluish hint. Any suggestions? (I am using PSE 4 on an Intel iMac.

I think I see what you describe -- the people wearing white seem to have a cloud or fog in front of them.

To confirm, this is not visible on the print, just in the scanned image? Can you duplicate this with a modern photograph that you scan the same way?

Oh that is most odd ... I don't think that I have ever seen anything like that before ???
