Where do I get the Orton Effect or instructions?

Been using PSE a while, but haven't downloaded any actions, brushes, etc. yet. I love the images in the Gallery where the Orton Effect has been used, but I have no idea what it is. I did a search on it and got some instructions to create the same outcome (haven't tried it yet-- too busy creating my first video in Premiere Elements--Yike!), but I get the impression that is an actual Effect. Help?:confused:

The "effect" is just an action, created in Photoshop that you can use in Elements to automate the process if you want. Graffi has it in his action pack:
