Where's missing menu tool

I have had PSE 3.0 for quite a while, but until recently only used it for cropping, sharpening and the Enhance menu. I have finally decided to use it for much more and got the book PS3 Solutiuons by M. Aaland to help me. Anyway, following one of the tutorials it told me to use the Dodge tool. For the life of me I cannot find the Dodge tool. It is not on the menu. Where is it? Here is a screen shot of my PSE 3.0. No Dodge tool?? Please help me out. Thanks

Click on the sponge tool...there is a drop down arrow. The dodge tool, sponge too and burn tool should all show there. Hope that works for you!
