I am still having 2-hour classes in Elements at our church once every two weeks. I have a steady attendance of about 10 people from the community. Next Tuesday will be the fourth class and the topics are Blending Multiple Photos using Grants Tools and Creating Edges, Borders & Frames. So I've been looking for different edging effects to demonstrate during the class. That's how I came across this one.

Thanks for the link. The tutorial was interesting and the site looked cool too! I so wanted to download the free brushes, but I have to wait until my system is back up and running correctly.

I came across a couple more Photoshop tutorials with easy borders effects using Filters, so I combined them into these instructions for Elements:
Decorative Photographic Edges
1. Open a photo, edit and crop as desired
2. Enlarge the canvas by 10% all around
3. Using the Rectangular Marquee, make a selection just a few pixels inside your image
4. From the menu: Select > Inverse
5. From the menu: Filter > Blur > Gaussian Blur – Enter a radius of about 10
6. Now experiment with different Filters on top of the Gaussian Blur at the settings of your choice. Some that work well are:
Filter > Stylize > Diffuse
Filter > Stylize > Extrude
Filter > Pixelate > Crystallize
Filter > Brush Strokes > Sprayed Strokes
Filter > Brush Strokes > Spatter
Filter > Distort > Ripple
Filter > Distort > Ocean Ripple
Filter > Distort > Glass > Frosted
Filter > Distort > Wave
Filter > Sketch > Water Paper
You can also vary the look by how far into your image you make the selection in Step 3 and how much Gaussian blur you add in Step 5.

I immediately tried these out and what a variety it was. I imagine using different colors would be fun to make combinations. This is in my hints file right now, and I plan on using some today.
