kaleidoscope effect?

There is an action that does that for Windows ... but I am not sure what versions it works in:

To do it manually takes quite a while but if you want to try it then take a look in this thread Wendy's Mini Tutorials (http://www.photoshopelementsuser.com/forum/showthread.php?t=3641) just scroll down to the bottom of the first message and you should see it :)

Wendy beat me to it but the Mehdi one is good and works in PSE3 and PSE4 - haven't tried it in PSE4 but it should work.

I thought was more like the kaleidoscope program
you create them but you can see the pictures.
On this ones we cant see the pictures, it blends a lot.
