A good place to start would be:
http://www.panosfx.com/index.php?option=com_content&task=view&id=142&Itemid=47
and
http://www.graficalicus.com/index.php
Both sites have free and almost free ones and the creators are active on this site so you can get lots of help if you run into problems.

Try this one and look through until you find the Photoshop Elements section (Panos also has Photoshop actions but has adapted many for Elements)
http://www.panosfx.com/
It wasn't working either for me just now so maybe his site is down at the moment - I was there this morning so it's just a temporary thing.

I was able to get to the initial link for Panos just now - so it must have been temporary. Looks like nice stuff.

Hi Barb ..
Panos has some great actions for Elements and they are all tested on PSE3, PSE4 and PSE5
Both Mac & Windows where appropriate :)

Hi everyone ...
I understand that Panos is having a few problems with his web hosing company so anytime you can't get onto his site just leave it a while and then try again :)

This is the reason we don't find typos the first time around.

I thought the same thing about Wendy's typo, and really did LOL when I saw similar thoughts by others! :D

What are some good websites to find actions for the use in Photoshop Elements?
I was the first to distribute actions for Elements, and somehow people forget that. My website has actions for all versions of Elements, 1-5.
http://hiddenelements.com
Follow the link to the downloads or your version of Elements.
If you see things around on other web sites that you want converted, i can do it, even if other people tell you it is impossible.
I'm not sure what to do to get into people's memory banks!

Sorry for the inconvenience. My current host is unbelievable. I am very angry with them. I just sent an email to BlueHost where I may transfer my site. Meanwhile any suggestions for other hosting companies are appreciated!

Richard, I have some of your actions and you are right, some of us do seem to forget to mention you. I am quilty of that and I apologize for leaving you out. I however did not know that if I sent you something I wanted to work in PSE5 that you would convert it for us. I will definately keep that in mind and I personally will include you in the future when I recommend Panos, Graffi and EZActions.

I ran across a web site that caters to actions. Since I haven't used any of them,I can't really recommend the site. Check it out and go from there.
www.atncentral.com is the address.
Chas
P.S. Don't forget actions by Panos.

Chas,
It would seem that the actions are mainly for Photoshop - on the homepage it states:
Unless specifically listed, all actions are meant for the full version of Photoshop. I welcome Elements actions, but do not use the program and am not able to convert them myself.
There's some interesting written tutorials though which can be done in PSE.

Hi ...
One thing to watch is if you have Photoshop and want to convert a Photoshop action to work with Elements then you do need the permission of the person who wrote the action :)

Wanted to add Nichole Van's actions for PSE5 to the list. She's been making them for Photoshop but just made a set for PSE5.
They're not free but they are really great. They are actions I see a lot of photogs using on sites like ILP - bright with lots of color. They are completely adjustable.
Here's the site:
