Does anyone know how to create a border like the one on this webpage in Photoshop

It looks like a paint bruch and then some swirls???

Hello and welcome to the forum. It looks like an edge overlay or a mask. I have seen this one before or something similar. I checked my files and I don't have but I am sure someone will be along shortly that can be of more help. In the meantime, check the web for mask or overlays.

You can use brushes to create your own "frame" (there's probably a better word for it, maybe overlay like another Kim said). I did this one, used a dry media brush for each of the 4 sides and then a calligraphy brush to draw the swirls. So that the swirls would look the same, I drew one and then copied and rotated it for the other corners. (I put the border on a separate layer so I could play with the swirls and not have to re-do the border if I didn't like the results.) This one was done quickly, so it's not the best!

You could also use a brush to make the swirls.

There are a few Video tutorials in the Subscrfiber showing you how to do edge effect ... and I guess that this one was done in a very similar manner. Take as look and I am sure that it will help you :)

Welcome to the forum!
This is off topic, but how do you girls get your animations to show up in the posts? When I copy and paste one in, it will look fine in the preview, but then when I view the post, it just has a red X.

I agree with Kay. I immediate thought of Jessica's grunge border.
Here is a link with to some great photoshop brushes to make the other effects.
The brushes will work in Elements.

OK, this one was done with the above grunge border and the brushes from the link. I stamped one corner with the swirly part and to make sure it matched I duplicated it three times, rotating the layers to match.:D

Edit: If you follow Jessica's directions. Your border will be the color of your bottom layer. Meaning it can be any color.
