It seems that people are raving about the new Vibrance command in CS3 and Lightroom.
Anyone know of a way to achieve the same function in PSE?

Lance - you can use it in PSE5 and PSE4 but you need to use the latest Adobe Camera Raw 4.0 plug-in. And it does work rather well - it selectively bumps up the saturation. The neat thing about the new Camera Raw Plug-in is that you can open both RAW and JPEG files with it so you don't have to shoot RAW to get Vibrance. There are several threads already on ACR 4.0, how to get it and what it does.

Here's an example - done with just using a Vibrance boost on a jpeg image taken a few years back. Does neat things with sky and water. One on the left with 0 vibrance, one on the right with +75:

This is a real plus for me. I just switched to a camera that doesn't have RAW, and I've been lamenting the loss of ACR in my workflow. I'm happy again!

Chuck: I know what you mean - I've gone back to old jpegs taken with my first digital in 2000 (a 2Mp Olympus) and even with the somewhat crippled (vs CS3) Elements ACR 4.0 it does an amazing job of correcting colour temperature, exposure, shadows and highlights - and of course vibrance. My workflow has changed since I got it last week - I use it all the time now. Definitely a must upgrade for anyone with PSE4 or 5.

Never mind, I researched and figured it out. :D
Use Open As from the File menu and then select the RAW from the dropdown menu.
