Vol 4 No 2 Displacement Maps

Can anyone help me with the flag photo for this tutorial. I can open it okay but it is locked and no functions will unlock it. Instead of it being a layer or background, it says it's an 'Index'. I managed the tutorial with my own photos but am wondering whether there's something I need to know about Index layers. If not, that's okay but I don't want to miss anything LOL!

Just go to Image>Mode and change the flag to RGB.. that should do the trick:)
