Welcome to the forum!
Yes the Subscription videos can be downloaded. If you are using a PC, here are the instructions for Internet Explorer and seperate instructions also for Firefox.
For Internet Explorer:
The first thing you should do is go to START/ALL PROGRAMS/Accessories/System Tools/Disk Cleanup.
Run Disk Cleanup. This may take a couple minutes. There will be 3 dialog boxes that come up. Click “OK” on the 2nd box, then a box asking if you are sure, click YES. This cleans out the Temporary Internet files, and will make it easier in the end to find your current videos.
You must now view the video.
At this point go to Tools>Internet Options
Clicking on Settings brings up a new window Temporary Internet Files. Under this window click on View Files
So far you will have made 4 clicks.
1) Tools
2) Internet Options
3) Browser History Settings
4) View Files
This will bring up a window showing all of the Temporary Internet Files. Here you need to find the files to copy paste. One way to find it is to look at the Internet Address in the Temp files.
I found it best if you click on SIZE to sort the sizes to show the largest files on top. The Subscription videos will all be in Quick time format with the extension .mov
Right click and COPY the file. DO NOT try to OPEN the file. Now you need to find a place to PASTE the file. I would suggest creating a new folder under MY Documents called Photoshop Elements.
Go to the My Documents/Photoshop Elements and Paste the video. The filename after being pasted will show as jigsaw_puzzle[1].mov. I always rename the video removing the [1]. Do not try running the video until AFTER you copy/paste the video. At that time it will run fine.
For Firefox:
You can save the QT movies without purchasing QT-Pro. Just follow these steps below.
1. View the movie to the end.
2. Right Click the Title Area (Top white area) and you will get a Drop Down Menu.
3. Select the "View Page Info" on the list (It's at the bottom).
3. Select the "Media" tab.
4. Look for the movie path. It should be the last one on the list.
5. Highlight the movie and click SAVE AS button (Lower right).
6. Save it to your hard drive in whatever folder you want.

... and if you are using a Mac with Camino as your filebrowser then just do:
Control>Click and select "Save Page As"
