I've never really found the need for one. Upsizing using Bicubic Smoother works well enough for me and if you really want to go big going up in 10% jumps also helps.

I agree - Image>Resize works great for shrinking.

110% Blast is excellent for enlarging.

There's also an often overlooked Resize Wizard under Help > Resize Image.

Never used it for real so I can't say how good it is or even if its worth it!

I'm still learning... all the sizing, but I use the 100%Blast and sometimes I use this http://www.imphotography.com/downloads/ssimagesize.htm.
