Hi and welcome. Since PSE5 is an editing program only you can upload photos you have edited and saved as .jpgs. You can't upload .psd files. You just upload them from where you saved them.

Do you mean hte Magic Wand ?

Basically is just selects things of the same colour ... how you have the setting changes if it select only areas that are ajoining or anywhere in the image :)
