When I open a photo in PSE 4, the size of it can be as big as 27 inches by 36 inches. If I rezize it to 7 x 5 , I see no effect. What does this command do?

What does it do? If you did it correctly, it resizes your photo's actual size to 5x7. If you printed it, it would print 5x7.

There are two things going on - one is the size the project actually is - and the other is the size you see on the screen. Use your scroll wheel on your mouse and you can make your project appear smaller or larger.

The reason a photo opens up that large is because that is the size at which the camera saved the photo to your card - it's the actual size of the photo.

If you are resizing using image>resize - you are shrinking the size of the print but also increasing the dpi - I'm guessing your original (the big picture) is probably at 72 dpi and if you checked your 5X7 - it might have increased to 300 or more?
