I downloaded the "Panos Puzzle Action". If it matters, I did not get this from Panos, I downloaded from Adobe Exchange.
It completes the puzzle, and while it was doing so, I could watch the screen and see a series of layers being created. When the action was completed it appeared to have been flattened into one layer sitting on top of a canvas layer. Look at this, what is the significance of the yellow color around the eye?

That layer is named "Puzzle Set" - is there any significance to the use of the word "set". I tried all sorts of right-click, left-click, double-click... nothing would give me the layers necessary to move the pieces around.
While the action was running I rec'd two error messages, both coming from PSE:
After all the pieces were made, "The command "Make" is not currently available"
After the entire action had completed, "Could not complete your request because of a program error"
I am using PSE-5
