I am a brand new user. I can't seem to determine how to download the MOI files from my JVC Everio camcorder hard disk. Help!

Did a quick search and found this on CNET. It may help you some:

Seems the guy that wrote that had some struggles of his own. You may be able to adapt what he wrote there to what you are trying to do.

You did not say what version of Premiere Elements that you are using. But, here is the result of a quick search on the topic for MOD files/JVC Everio (not MOI),

http://www.adobeforums.com/cgi-bin/webx/.3bc1265c

It is a good practice to check Premiere Elements (specific version) list of accepted Import/Export files. Example:

Thanks all. I have Premiere Elements v 3 which should import MOD (not MOI) files. I also saw a suggestion to import them into the camera supplied Power Director and save as an AVI file. I just might try that.
