I went and downloaded the frames. Then extracted them. They are called PET Frames-styles. But when I go to PSE 4 I can't find them. Any suggestions on how to make them appear like magic so I can use them.

If you have PSE 4.0, copy or move them to here:

C:\Program Files\Adobe\Photoshop Elements 4.0\Presets\Styles

...and make sure that elements is closed when you move them into the folders-then restart elements:)

You should then find them under layer styles.
