What comes first; picture or frame?

When I finish a picture in the editor I go to the Artwork and Effects palette to frame it. When I apply a frame it goes to my picture but has a grey center that says drag or click here. Somehow I make it work but it is very confusing; what should the proper sequence of events be?:confused:

Hi Ron ...

It works the other way round ... you start off with the frame and then add the photos ... a little confusing to start with but you do get used to it.

Or you can do it last and then jugggle them around ..

Ron, when you drag a frame out to your layout that has the grey center with ' drag image here ' ...in layers paletter click on your photo image and drag it to the frame on the screen. This will automatically put it in the frame.
