I don't know how to add an outglow on a layer in PSE5:confused: :confused:

As far as I know, you just highlight the layer in the layers palette, then click on "Outer Glow" in your Layer effects part of Artwork and Effects. Then click "Apply". But I think you can only see an outer glow if the object or layer is smaller than the canvas size.
