First I would say: Sorry about my english, and then I would say that
this below is a part of a large thing that will be updated, so return back here later...
How to zip and Unzip

Zip or Unzip - Sortorder of menu items (Actions) in Elements:
Photoshop Elements is using date and time data from the
folders that you unzip - not just information alphabetically,
but timestamps are modified by Windows when you unzip the stuff
from a ZIP file. An explanation is found: (p=173136#post173136 (http://www.photoshopelementsuser.com/forum/showthread.php?p=173136#post173136) ) :D
To unzip, you won't need extra software in Windows XP, just double click the zip file,
hit Ctrl+A and drag the subfolders into the Effects folder - but for PSE5, you shouldn't
grab the subfolders but instead you create a root folder - Use the same name as the
ZIP. So if PSE5, you could instead let Windows create the root folder, just Right Click
the zip file without open it (without a double click), drag the zip file using the Right
mouse button onto your shortcut (http://www.photoshopelementsuser.com/forum/showthread.php?p=167765#post167765).
Elements (all versions): If you are using the double clik, Ctrl+A way to grab from a ZIP file,
then you should always drag the subfolders out by the first item as an anchor - but if
you are using the other way; unzip by right click drag and drop, the sortorder maybe
the same as when the zip file was created. Anyway, test it before your menu in PSE become
a clutter. So try view the folders by name and then by date in Windows Explorer
- both view should mostly be the same.
The zipper: Zip in the same sortorder as you would like to see your stuff in PSE menu. To be sure that it work in all versions of Elements, also zip them folders following the alphabet...
That was the easy part. Now to the advanced (I say this because some said that I wrote bad english over their heads).
How did I named 3 folders with both indent and "not" alphabet sortorder in both Explorer and PSE menu, (s, then o),
FF(*) 20(+)
FF2020(*++)M...
FFFF20202020(**++++)S...
FFFFFF202020202020(***++++++)O...
Gradient.zip with a PSD file 256 x 100 px,
Handmade gradient #000000...#FFFFFF.
Accuracy 100%, build for testing, etc...
Pro stuff for any action builder (and amateurs like me).
Z_Debug.zip with 27 actions - Debug wrong
actions, step by step in Elements - Find and repair "bad errors",
or make an action cookbook in Elements (look in the history palette).
Uniq layer names
One of the actions (~) that are included in the below zip could be
executed to name a layer with a uniq name that users can't press
on keyboard, (the rule is: When two or more layers has identical
names, Photoshop would select the most bottom layer to be current).
Begin a new Action
So, why flatten any users stuff, or open
a new document when you instead could build
the whole thing on top of all the existing layers.
I found the following "Always Begin Like This" thing
after I did some experiments:
Make layer
With Below
Using: layer
Name: “~*”
Select front layer
Make layer
Without Below
Merge Visible
With Duplicate
...SNIP, ... Delete the layer named uniq 7EFF hex.

BTW. (Below version 5) - If you delete the Original.psd file from Elements Previews\effects folder - (the green apple picture), Elements Effects menu would be improved!
Version 4 or below: Put the 3 folders in the below ZIP to Previews\effects\
Version 5: Put the 3 folders in the below ZIP to Photo Creations\special effects\Z_Debug\
