I am making a background and would like to create permanent gridlines with low opacity. Any help would be greatly appreciated.

What I have done is turned on the Grid, with the increments desired set in the preferences, and then used the line tool to create my lines vertical and horizontal, with the Snap to Grid option activated. You can make them 100% and then tone down the layer opacity as desired.

Thanks Jodi. I just tried that and got a different shape layer for every line that was inserted. Is this normal?

Another way would be to creat a new image File>New>Blanck file and use the rectangular marquee to make a square then stroke the square with black (make the stroke inside)
Now zoom in close and use the rectangular marquee to make a selection alond the outer edge of the stroked square. Then do Edit>Define Pattern.
You will be able to use this pattern to create a grid ... Layer>New Fill Layer>Pattern and just adjust the size until its how you want it. Finally lower the opacity of the layer :)

Yes it is, but if you hold the Shift key when you draw your new lines, it will put them all on one layer.
and P.S. Once you draw either the vertical or horizontal ones, you can then just Copy the layer and Rotate the new layer 90 degrees to get the other direction.

How about a screenshot of a PSE Grid on a white background?
Set the distance in Preferences > Grid. Set Subdivisions to 1.
You can pick a color or change the color later.
