How do I "animate" these pix??

I want to use these four pix and, kinda, merger them into one that appears to move. Someone did this for me before with another set of pix, but never showed me how. I think it involved making each pix several layers and someone combining (flattening?) them, I don't know. . .

Can anyone out there assist?:confused:
