What is the best way to replacing a background? I'm having problems with the eraser tool on a new layer.

Hi Carlos...and welcome to the forums :D
There are lots of ways to do most things in Elements. I think one of the best ways is to use one of the selection tools and select what you want to save and inverse then delete or what you want to get rid of and delete.
Of course do this on a duplicate of the original.
Everybody seems to have a favorite selection tool, but unless you are very lucky, you will probably need to use a combination of a couple of them.
What are you trying ot do? If you could post your photo on Pixentral, I'm sure someone here can guide you in the right direction.

Gary, Thx for your help, I'm going to try to select the the subjuct and then inverse and delete the background.

What is the background..? If it is plain then you could also use the magic wand tool to select it...

It's a photo of my son at graduation. there's other kids around him and I want to remove them and isolate him.
