when I crop a photo and put it ontop of anouther layer it always turns out bigger than the cropped version. What am I doing wrong?

If you're moving the cropped picture into a new document, make sure both the source and destination have the same dimensions and resolution (Image / Image Size...)

If, for example, you're moving a picture 2000 x 1500 over to a document of 800 x 600, it'll look much bigger.
