size, worry before or after?

When you start a project do you worry about the size of the final project before hand or do you just go to work and then worry about sizing it later?

BTW, I ask b/c I was reading Wendy's "Making a Template for Displaying Photographs" and the first step is to create a new file using 3500x2480 which is a 7:5 ratio, but I thought something like this would be better on an 8x10. It is easy to convert from a 7:5 ratio to an 8x10 picture?

One of the problems I have when I write tutorials is that different countries have different print sizes ... and I rarely print out at all :eek:

The best thing to do, if you want to print out one of mine is to start it off at the ratio you want to print it out at .. but keep the resolution the same as mine. All the effects are geared to the resoluton so if you change that then it won't look the same ....
