How to reduce opacity

I am trying to make a couple photo semi-transparent and then print it onto vellum for a "see-through" quality.

How do I do it? (Using elements 3.0 Mac)

The Opacity control is in your layers palette. Look above your top layer. It will say normal and opacity. move the slider down.
