I'm new to this, so bear with me.

I scanned a normal 4X6 photo via Epson CX7800. Seemed to work great.

From PSE I opened the picture. Its Image Size dimensions were only

0.054 by 0.039 inches (640 by 456 pixels)

Why so very small?

If I try to put text onto the picture even 8 point type is HUGE on this small picture. I can't resize it to more than 2 inches and that takes my computer a very very very long time.

Why can't a 4X6 picture become 4X6 in PSE?

What am I doing wrong?

A couple of things. Right now your image is set to 11851.852 ppi. You can change that to a "normal" resolution, for the web, to 72 ppi. That would yield an image size of 8.889x6.333". You can also change the size to 6x4.275" which would yield a resolution of 106.667 ppi.
You can do all of this by going to >Image >Resize >Image Size, leaving the Resample box unchecked.
Depending on what you want to do, use the image on the web, you can leave the resolution at 72 ppi, or to print, you may have to upsample to a higher resolution. Upsampling is really not a good idea as it deteriorates the quality. So your best bet is to re-scan the image at a higher resolution, at 300 ppi. That will result in image that will be 6x4.275" at 300 ppi, which is just right for a good print.
