Combine/ Blend Two photos??

I have a couple of photos of the same scene, and I'd like to combine them into one photo to improve the overall exposure. For example, one of my photos has great blue sky, but dark foreground. The other has a nice foreground, but blown out sky. Is there a way to blend or combine these two photos in Elements (4.0)?
