Multiple border tutorial

I'm trying to follow Matt's tutorial on the multiple frames. Every time I try to create a second or third copy, I don't get a new layer opened as it seems to happen with the tutorial. I just keep re-doing the same layer. Nothing links together. Any ideas?

I suspect that you have Auto Select Layer on ... select the move tool then look at the top of the screen. If it is active then just turn it off ..

I think that you may be selecting the layer by accident .. do let us know if that works :)
